A Park for Everyone: Hart Ranch Breaks Ground
A vision more than a decade in the making is coming to life in the Central Valley. Hart Ranch Community Park is a symbol of what community partnership, long-term vision, and thoughtful design can accomplish. As the contract City Engineers for the City of Kerman, Yamabe & Horn Engineering is proud to be leading this transformative project from concept through completion.
Originally conceptualized in 2009, Hart Ranch Community Park has been in the works for over 15 years. With a recent groundbreaking ceremony and construction underway, the project is finally becoming a reality!

Designed for Everyone
Inclusivity is at the heart of the park’s design. Every feature has been planned to ensure ADA access and universal usability for both children and adults. This will be a space where the entire community can gather, play, and connect.
The park’s features include:
- A picturesque lake as a central focal point
- A community garden to foster local engagement
- A historic windmill feature, celebrating Kerman’s agricultural roots
- A splash park for summer fun
- Separate tots and teens playgrounds designed for all abilities
- Outdoor fitness equipment to promote wellness
- Multi-use sports fields for soccer, softball, and other recreational sports
- Solar-powered path lighting for safety and sustainability
- Shaded picnic and gathering areas for family and community events
A Gift of Land, A Gift to the Community
The land for the park was graciously donated by Mr. and Mrs. Giacolini to the City of Kerman, a deeply generous act that laid the groundwork for what will become a treasured local resource.
A Collaborative, Community-Driven Effort
As the contract City Engineers, Y&H has been involved since day one – guiding the City through funding acquisition, preliminary planning, full design services, and construction management.
Supporting our team are key design subconsultants:
- O’Dell Engineering, providing landscape architectural expertise
- Hardin-Davidson, providing electrical engineering services
The construction phase, now in motion, is led by Avison Construction, Inc., under a contract valued at approximately $12.5 million dollars.

This project is made possible by a blend of funding sources, including:
- The Land and Water Conservation Fund (LWCF)
- Proposition 68 – California Natural Resource Agency grant (CNRA)
- District 14 Earmark Funds (California Department of Parks and Recreation)
- American Rescue Plan Act
- Measure M local funding
It’s a shining example of multi-level government collaboration meeting local vision.
